The Duchess of York (aka Fergie) never received one. Princess Diana had one within a few years of her marriage, although this may have been a "token" gift since Diana was then the Princess of Wales and the future queen consort.
Queen Elizabeth is notoriously stingy with these gifts. Although someone on my Twitter feed pointed out that the ladies in the family who have them (the queen's daughter, cousin, most of the wives of her male cousins, and her two current daughters-in-law) are all full-time working royals, whereas Kate and William are still considered part-time royals.
Also, it's worth noting that the queen's blood granddaughters probably don't have the Royal Family Order (since only two of the four are royal and they aren't working royals in the first place), so I wonder if she thinks it's not right that a granddaughter-in-law would get it but a blood granddaughter would not.
Kate will likely get one from Charles once he becomes king, and will definitely get one from William and (assuming she outlives William) from Prince George.

Royals are the monarch's children, and the male-line grandchildren (her sons' kids). So Princess Anne's two kids aren't Royal. But of course they are members of the family just the same, and participate in some of the big events.
The Queen's son Prince Edward is an exception because he specifically asked that his two kids not get the prince/princess title, to relieve some stress on them. So they are known as Lady Louise (one of Kate's bridesmaids) and James, Viscount Severn.
This goes back to the Letters Patent of 1917, designed to slim down the royal family and also distance themselves from extended German relatives during WWI.
ETA: And, technically, Charlotte shouldn't be a Princess, because the Letters Patent specify that the "His/Her Royal Highness Prince(ss) XXX" style and title only goes to the monarch's children, male-line grandchildren, and the "eldest son of the eldest son of the Prince of Wales" (which is George). But after William and Kate got married, QEII issued new Letters Patent that says that all of William's children, not just the firstborn son, will be known as "His/Her Royal Highness Prince(ss) XXX."

I love the royals stuff, because even in other countries everything always connects back to each other if you go back far enough. Family lines, jewels, etc.
I love this thread! I have a thing for Russian jewels. The museum in town had a Faberge exhibit and I was so excited I went by myself to view all the pretty things!

I'm late to the party, but I LOVE Kate's look from the banquet! She looked amazing. And I really love her dress for today - what a beautiful color! And the Queen's sapphire tiara!! Be still my heart.

I think tiaras are generally worn to white-tie evening events, meaning that ladies are in evening gowns and men are in tuxes with white tie and people wear whatever orders they have. You don't have to be royal to wear one - there were non-royal ladies at last night's state banquet wearing tiaras.
I've also read that only married women are supposed to wear tiaras ... but that may be outdated or only followed by some countries. In Sweden, for example, the current young princesses (Crown Princess Victoria and Princess Madeleine) started wearing tiaras once they turned 18, and the unmarried Madeleine wore a tiara to Victoria's wedding. Also, Victoria and Madeleine and their brother were all married in the afternoon but their guests wore tiaras and orders - meanwhile William and Kate's male wedding guests were in morning dress or military uniforms and the ladies were in day dresses with hats.
Going back to last night, I read that Kate's place at the table was a sign of respect (I guess that's what you'd call it) from the queen. Something about her being seated as the next ranking royal woman after the queen. Kind of cool and does make up for no order, although that makes so much more sense after it was pointed out not all the royal princesses have one.
I also adore Kate's dress today and love that William's tie coordinates. I also read they think Kate's office may have coordinated with the first lady of China's office as they coordinated a bit too.
And I totally recommend Mrs. Queen takes the train and the Royal We.

You could also read what kate wore, which tells you retail price of clothes AND where to buy them yourself if you're so inclined.

Charles is a big supporter of HH the Dalai Lama, so there's some speculation that that's the reason (not "fatigue") that he skipped the banquet (while participating in the visit in other ways).
Kate's seating was a matter of protocol (with William attending, she was the highest-ranking royal woman after the queen . . . if William hadn't attended, that seat would have gone to the Princess Royal), but I think that the Queen's loan to Kate of personal jewelry that she wears regularly is a big sign of respect and affection.

I bet it is, or at least a large part of why Charles didn't go. It would make sense, especially with everything William's been doing with the China visit, his conservation talks, etc.
I vote Mrs Queen Take the Train. I think you'll really like that one. Royal We is good but Queen is more of a look into already royal life.

It's probably for the best that I didn't know about katescloset when I was shopping for a dress for weddings I attended this month. I just...wouldn't have compared to her glamour.
