That's pretty default in most terms of service. Google/Facebook do a similar thing.
It's not so much about you, as it is about them.

I think it's so you can't do this:
1. Post an image to their site. 2. Because it's a public web-forum, that image becomes public to the Internet. 3. You sue them because they published your private picture!
It's not the nicest way of putting it. But I'm pretty sure that's why most of these websites write their TOS that way.
"Perform" could mean they project their website on a screen some where. If they don't have the right to do that, and your content is featured on their projected website. You could sue them. Because they didn't have a right to "perform" your content.
Basically. Lawyers, and litigious individuals have made it a really annoying world to wade through.
eh, i kindo of view that as a "No sh!t" thing of the internet. If you don't want someone else to have rights to it, keep it to yourself. Its fairly common.
