When I lived in NYC, someone brought their very excitable golden retriever to shop for furniture at Room & Board. It was very clearly not a service dog.

Dogs don't bother me so if there was one in Lowe's or HD or some other non-food place it wouldn't bother me. But I don't want your dog around my food. That is so.gross.
Our Target has a Petsmart next door, so I think people just continue shopping with their dogs from one store to the next.
I was just talking about this...doesn't it always seem like where there is a petsmart, a target will be nearby? It would be awesome if I could take mine in to Target, but I think they would flip their shit.
Target owns Pet Smart, that's why. Lol.
ETA: One year he had a horrible snow storm and Pet Smart, Ross (I think, or TJ Max), Etc all kept calling over to Target to ask to us to please close. If we didn't close, they couldn't close, since we were their "Mother store". Whether that means Target owns them or not, I'm not 100% sure but that is what I gathered.
When we were a one dog family we brought her everywhere she was allowed. My well groomed, non-barking dog is no more obnoxious than someone else's screaming, running, oblivious child.

Nikita, my 12 y/old girl Siberian husky, has a "thing" for Samoyeds. She lost her virginity to one - we weren't with her, one of DH's roommates was walking her, we were actually furious but everyone else thought it was hilarious - and since will always stop and "talk" if she see a boy Samoyed. And she will chase male samoyeds around the dog park as if she were a 2nd grade girl. This is a WBC, I know, but humor me.

There's dogs everywhere here. There's even a brewery with a little menu specifically for dogs and all the stores downtown leave out bowls of water. I took Ella in West Elm once, but that's about it.
No matter how well behaved a dog is there is always a possibility of something setting a dog off (like idiots that don't like to listen) and having it go ballistic on someone. I'd be too afraid of lawsuits. I love my dog but she's a dog. She can't even behave in Petsmart.
