DD1 is obsessed with dresses. She's 5 so she also spends a ton of time climbing things on the playground and playing all sorts of crazy physical games etc.
Skirts are fine because the mostly come with the little undershorts/bloomer things in them but what do you put under dresses so she isn't always showing everyone her underwear when she's playing?
Bonus if you can find something at target because I'm headed there in a few minutes.

Bike shorts and capri leggings, depending on the weather, how much we'll be outside, and how DD is feeling. I get mine from the Children's Place -- when they are running a sale they can be like $4 each or something like that.
This! DD went through a phase of wearing nothing but dresses and skirts (now she will only wear active wear- preferably under armour) and we had like 10 pairs of these. Kohls also sells them.
I just ordered a bunch of cartwheel shorts from The Children's Place.
We use these or similar for both girls. DD2 pretty much won't wear normal shorts because they are "boyish" (what?). She dresses herself though so a lot of the times she wears leggings. She says she isn't too hot so whatever.
My daughter wears a uniform to school, and its a jumper. I buy her little bike/bootie shorts to wear under her jumper. I get them at old navy and the gap.
Playground shorts - my girls lived in them because they loved dresses too. Bike shorts work as well. The playground shorts are just a bit shorter and don't add as much bulk - I got them at Target and Kohl's when I needed them
Bike shorts are the best under dresses or skirts. DD will be 11 in October and still gets antsy about wearing a dress without bike shorts, especially if she's going to school.
