This is what you write to her, cc the county Department of Health.
Dear Landlord,
As of today, August 26, 2016 I am serving you notice that I have been constructively evicted from my apartment at 123 Lane Middletown, Your State. As such, you are in breach of our lease agreement dated January 1, 2016.
Please forward to me my security deposit of $500 and I will be contacting you when the environmental hazard at 123 Lane has abated so I can collect my belongings and assess damages.
If you have any questions, please only contact me in writing.
WTF was she doing major construction while she has tenants with only 12 hour email notice?! I think every state I've lived in requires 24 hours notice to enter the house, unless it's an emergency. Do you have a place to stay? I'd start looking for a new rental and if she can't properly have the mess cleaned up ASAP, I'd send a letter saying the place unlivable, you are moving out. That is what we had to do when our house flooded. I know someone who's child got lead poisoning due to old demolished materials being laid on the ground outside, and having the dirt be tracked inside by shoes over time. You can't be too cautious. I'm sorry you are going through this.
I'm sorry you're dealing with this, but glad it's being handled and that your LL is clearly in the wrong. She sounds like an idiot at best and an awful person at worst.
I'm so sorry you are going through this, and with young children. I'm glad you have good renters insurance and a paper trail. I don't have any advice PPs haven't covered but I hope that she pays up and this isn't a bigger PITA to fight than it is already. This is so negligent and awful to treat tenants like this.

I'm so sorry, I just read this. I'm glad your insurance is involved, at some point you may also want to retain a lawyer.
There is a good chance anything that has dust on it is a total loss. Even small amounts of lead dust are very toxic. Be careful about retrieving anything from the house because it is likely contaminated.
I'm so glad you pursued getting it shut down and advocated for yourself.
I'm glad your insurance is handling everything! If you go back to the house, you might want to take some pictures of things just to have your own documentation. You'll probably also need to throw together a list and cost of items that may need to be replaced. Hope it all works out and please keep us updated. I'm interested to see how this turns out.
What a terrible situation. I'm so glad it sounds like everyone is getting how serious it is and are acting quickly to do whatever is possible at this point.
I'm glad people are taking this seriously. I hope you are able to find a new place quickly and don't have too much trouble getting this sorted out. I'm so sorry.
