I haven't compared ingredients or anything but the eye primers I've tried have all been thicker creams and don't feel the same as face primers and they usually set. Personally face primers do nothing for me but eye primers do help certain shadows from creasing on me. I can get away with just blending concealer up into my eyelids as a primer most of the time too. I also find that my eyeshadows look better when I set my eye area with a skin toned shadow before any other shades.
What is the difference between eye primers and face primers? Is there one? Idk I am sort of new at this. I have the basics under my belt but there are just so many products out there. Are 2 different products really needed? My routine has changed so much over the years.
The only eyeshadow primer I have used feels very similar to a slippery silicone based face primer. I'm not very helpful with this stuff either, but I thought this video was a good base for people new to makeup/eyeshadow: youtu.be/37lrPDfZiIs
A lot of people just use concealer on their eyes, maybe set with a little powder. I guess it's a matter of trying things out and your skin type. If you have oily eyelids a primer would make a bigger difference than if you don't, I would think.

I don't use a face primer. The best "primer" I have found is Biore Perfect Milk sunscreen. It really keeps my face makeup looking good all day. I have oily skin, for reference.
I do use an eye primer because it really keeps my eyeshadows from creasing. Again, oily skin here.
For a long time I used eye primer even on days off just because I was so used to it. Lately I've been playing with not using it and just putting down a layer of skin colored eye shadow and after 2-3 hours I'm creasing. So it's pretty much a necessity for me, even if I'm just using light skin toned colors.
You can find cheap ones. The first I ever used was ELF's. Milani is popular. Right now I'm using the Urban Decay one that I got during an Ulta special and it has lasted FOREVEEEER.
In that case you might be able to use the same primer for your lids and face. A lot of primers are made to control oil, and that's usually what makes eyeshadow disappear. Many also tend to give you a somewhat sticky base for products to adhere to. My skin is dry so I don't need that on my face, so I use separate face (Clinique Pep Start blurring moisturizer) and eye (NARS) primers.

I have oily skin as well, and I use both a face primer (usually Bare Minerals, sometimes Smashbox) and a shadow primer (Urban Decay).
If you're looking for a cheap face-priming option, there is a Monistat anti-chafing silicon gel that is basically the same as the clear Smashbox face primer.
