we have had similar issues with DS1 (5). i had to nag him endlessly about each part of the getting-ready process. he just dragged his feet. cue endless yelling and frustration. i think he just didn't want to go to school and so there was no real motivation for him to comply.
i finally just started making him wear his school clothes to bed. it works like a charm. he generally wears sweatpants and some kind of comfortable tshirt/hoodie, so it's all comfortable enough to sleep in.
is your DD having comfort issues with her clothes? maybe that's what she doesn't "like" about them?

I’m no help. We dress ds1 while he’s still half asleep. As long as they aren’t jeans or cushy socks he’s happy. 🤷🏻♀️
The taking fun clothes away would have worked for me. And I made day tags for my hangers and picked my clothes out Sunday for the week. As long as I chose them I was happy.
