I’m having an issue where my leggings are always riding up when wearing ankle boots. So I think the solution is either stirrup leggings or footed leggings
Recommendations?
I want black and I want them to be cotton/have a matte look not have a shiny tights look to them... if that makes sense. Also not see through

I was going to say don't do this, but then I realized they'll really look the same as regular leggings. Only you'll know that your legs are dressed from 1988 so...rock on. And PP is right that bodysuits are apparently back so I guess you're fine.

I don't know how tall gummy bear is, but I have those leggings and they hit at the ankle bone, not foot arch.
The first thing I thought when I saw this title was “Please tell me these aren’t making a comeback”. Lol. I’m 4’11”. Mine are always so long that this doesn’t seem to be an issue.

edit- oh wait I see, floods .. no they are full Length leggings, I put on ankle boots and walk around and the leggings inch up slowly and a sort of bunched look forms

I love these!! I think someone on this board recommended them! My favorite leggings and so soft!
I second the felinas. I wear them over my feet too and then wear a pair of no show black socks to make sure they stay in place. I have the same issue of the bunching as you and this has worked great.
It's hilarious that everyone will wear the 80s stretchy pants as long as they're called leggings with oversized shirts as long as their called tunics. But stirrup pants is where the line is drawn.
