This is probably not a popular opinion, but I'd let her open-book it for exams as long as she is not slacking off with the other work and studying and has always been a good student.
ETA: And as long as she was mature enough to not go blabbing about it to classmates. This is probably why I don't have kids.
My ds learns best from listening so far he has not really had any "in person" video instruction from his teachers. Reading is just not the same without actual instruction. I worry about his grades going down but not much I can do about it. He is in 7th grade so not high school where it really matters. Perhaps the school she is going to next year will take the previous semesters as the last quarter for everyone will not be a true representation of work.

Not every study skill will work for every situation.
This change in learning situation might mean that your daughter needs to adapt or change her learning and studying skills to better understand and remember the material.
I'm not sure what she does now but maybe have her explore strategies beyond rote memory and repeat to remember etc.
