Yes! I forgot about Berkeley Springs. I used to do girls weekends there quite a bit. Also very walkable, nice restaurants and spas (well before Covid anyway). Definitely hiking in that area too. I can give you the link to the AirBNB we always stayed at if you need me to wildrice- very cute old house with hot tub!
I'm sure it's on your radar, I just thought I'd mention that depending on travel advisories you'd have to completely self isolate if travelling to certain states. Most likely more northern ones since they seem to be taking the virus more seriously i.e. currently CT, NJ, and NY.
I really want to do Niagara Falls but have no idea what that would look like in a COVID world in December.
My educated guess as a former WNY resident is it will be empty. International travel is mostly closed and people generally don't choose to vacation to Niagara Falls in the winter because it's cold. But it's still a sight to see in the winter time.
We rented a house in Deep Creek a few years ago in February with another couple. It was nice but we mostly stayed inside and ate and drank. They had planned to do some skiing but were too hungover. (Three guesses who this was)
We've been to Harpers Ferry a few times and I don't love it, mostly because the food options are really limited. We're actually going again this weekend for MH's birthday to do some biking. This time we're staying at an AirBnb in Brunswick, MD which is the next town over. I felt more comfortable staying in our state when I booked this a few months ago. There is also a brewery in town with outdoor seating that we can reach by bike and another one just over the line in VA. I'll let you know how it goes!
Gettysburg might be another option. I bet all the monuments look cool in the snow.
I have done both Rehoboth and Ocean City in December and most things were closed. They were like ghost towns and that was pre-COVID. I am not really sure if that is a positive or negative right now.

I definitely will let you know. Gettysburg has been on our list of "must see" places since we moved here, but we haven't made it up there yet. We actually planned to go the weekend of March 14th this year, but we all remember how that weekend went...

Good point about the northern states. That makes it hard to plan ahead! I think Maryland was off the list for a while, but we're back on it (despite no significant rise in cases that I'm aware of...). We definitely don't want to be doing a ton of interacting with people, but I also don't see the point of driving somewhere only to sit indoors and do nothing, so I won't want to go anywhere that we can't do even safe activities like hiking or takeout.

Apparently, there’s also a little town in PA called Lititz, where my parents recently spent the day. It’s a cute little town and someone said they should come back at Christmas time. Might be a nice overnight trip at a B and B!

It's funny you mention this because my aunt & uncle just moved to Lititz this year and I was like "...where?" They moved from Lexington, VA which also sparked a "...where?" when they first did it so I guess they have a knack for finding cute little lesser known towns.

A little far for you, but we’ve been to the Poconos several times and love it. Less travel restrictions in PA so I don’t think you’d have to quarantine. We rent a cabin off VRBO near Bushkill Falls. Pocono Environmental Education Center has 3 or 4 easy trails you can hike without having to see people - just grab a map off the porch of their building and head out. East Stroudsberg has some good restaurants and breweries in the area. I haven’t been this year but I’m sure there’s outdoor dining and Take-out.

I’m about 45 minutes from Lititz. I know there’s a lot of biking and hiking up that way though I can’t recommend anything specific. The town is super cute though. I usually go up to shop there and Lancaster every other month.
