The link that pixy0stix posted says that it should only go to phones that have opted in to receiving test messages, with a link to instructions on how to opt in or out. So as long as you haven’t opted in, hopefully your phone will stay quiet. (Here is the direct link to opt in/out: www.fcc.gov/sites/default/files/weatest_opt-in_instructions.pdf )
Thanks! I didn’t get one, and I’d like to in a real emergency, so I opted in. I’m a little confused because I have it turned on in my settings and I thought I’d filled something out with my local fire department that would get me alerts, but hopefully this works.

The opting in is for the tests, not the real alerts. You should always get the real alerts, I think.

How will I know if I don’t get the test? I did appreciate said local fire department letting us know 1) it’s happening and 2) we really don’t need to call and let them know we got it. 😂
My favorite emergency test was when we were in Humboldt for vacation and they were testing the tsunami warning system, but having just arrived we did not know that. So the scary sirens start and we’re running around in panic mode before we notice everyone else is just mowing their lawns and shit. We’re like, “DO YOU NOT HEAR THE SCARY-ASS SIRENS??”

The WEA test will be directed only to consumer cell phones where the subscriber has opted-in to receive test messages, which will be in either English or Spanish, depending on the device’s language settings. Most mobile phones will not display the test message. In contrast, consumers will automatically receive real emergency alerts on compatible phones (even if they do not receive the test message). Instructions for how to opt-in to receive the test message on mobile devices can be found here.

Our town sets of the emergency siren test monthly. You can't actually hear it in our neighborhood. The first time I heard it, we were at a low lying Peets and I was like "wrap it up kids. I don't know what that's for but we are getting to high ground on a good route for fire evacuation until I know."
