I didn't read every response - but oh F no on that. you walk over there - tell him that he cannot use your trash/recycle bins period. I don't even care if there IS room. I'm very neighbor friendly - but this is not even negotiable to me. We pay for our trash collection and we pay a lot - if you look at it that way -he should repay you for his use.

That would annoy me for sure. I’m annoyed right now and they’re not even my bins. I would leave him a note to the effect that if, on the morning of rubbish day, there is room in your bins he’s welcome to top off as long as the lid still closes and any boxes are broken down, but please no dog poop as that’s caused a mess. Even if it hasn’t.
ETA. Do people actually lock their bins to keep other peoples trash out? If my bins were locked I’m sure my own trash would pile up by the back door inside my kitchen bc I couldn’ deal with unlocking and relocking every time.
Also, my neighbors were an elderly couple I lived next door to door 25 years and never had a problem with me topping off their bins on rubbish Day but I still knocked on the door or called them for their okay before I did. I did this maybe 10 or 15 times over the years.
Our neighbor has tossed trash in our recycling bins. It’s annoying because its the recycling bin and he parks and works on his car in front of our house every day and it’s almost always car related trash and dirty or greasy so we then have to deal with that. It’s always after recycling pick up too (or at least that we’ve noticed) because we don’t keep the bins on the street. I’ve never lived anywhere where that was allowed beyond on trash day. We can’t lock our bins because legally they belong to the city. We are limited to one.
I don’t think it’s worth talking to him in my case though. He’s the grandson of our neighbor across the street and I just keep hoping he’ll eventually move out. It doesn’t happen a ton just enough to be annoying.
In your case, I’d probably ask him to give you a head’s up but I think you are past that point now. I’d be annoyed if I couldn’t throw out my own trash one day because he has too much or having to clean up after him. He’s not even being slick. I’d chat and then if it kept happening and you 100% know it’s him, take the bags back and put them on his curb.
This wouldn’t solve the issue though right? Because when the H out the cans out at night he would unlock them and thats when the neighbor puts the trash in anyway.

You would have to unlock them in the morning before the trash men came.
He’d probably switch to dumping trash in them in the mornings then.
Our neighbor asked if she could put a bunch of yard trimmings in our compost bin recently since ours was empty and she was doing a big yard clean up. That was totally fine - she asked, and we weren't using it that week. I would find it very strange if she did it on her own without asking though...

Ours are not actually locked, but we use a bungee cord on it, not to keep people out but the fucking raccoons! OMG we have never had issues with them in the 10 years we lived here until this summer. They got into it twice in one week while it was in our back yard in the middle of the night, and this was at the heat of the summer, so by the next morning, the food they scattered all over the patio was rank. So gross! So now we bungee it shut until 6 AM the morning they come to pick it up.

I don’t know about locking them to keep PEOPLE out, but I know plenty of people who lock their bins to keep animals out (bears, raccoons, etc). Sometimes older people have someone help them roll the bins out the day before, but keep the bins locked until the morning of collections so the animals don’t make a mess.

I can confirm that in the Boston area “rubbish” is a commonly used term, especially by older people. My mother uses it exclusively.

They say rubbish in Hawaii. My then 2yr old started saying it and I was all huh? Then one day I got a picture from her school and noticed in the background a trashcan was labeled "rubbish". She corrects me if I say trash lol.
As for the OP I'd be real bothered. We have a community dumpster, and I've seen people drive up and throw stuff in and that annoys me. I can't imagine it being my own personal can.
