I know you said no dive toys but both kids both love diving sticks. My 2 year old carry’s them around in the shallow end and and 5 year old dives for them and he can’t swim independently yet. Diving is easier than swimming. He just has to do it where he can stand.
Green Toys seaplane and car ferry. Sharknado shark torpedo. Swimsuit Barbies. This plastic treasure chest toy/-Battat pirate diving toy (not just for diving. Fun on dry land, too).

At that age mine LOVED hard plastic animals (not specifically pool toys at all) and played with them on the “shelf” in my mom’s pool or on the stairs- anywhere that it wasn’t very deep.
Watering can type toy. A bucket and shovel to make "potions" or soup lol. She also likes those tornado toys, but she did accidentally get hit in the head with one just gently tossing it around and it made her bleed. The long foam water squirters that you pull one end to suck up water and then squirt.

As a swim instructor, some of my favorites were dive toys. We used them on the stairs to practice putting your face in the water and holding your breath a little more each step. My toddler loves a plastic watering can for sprinkling water.

My 4-year old's favorite is this sharkpedo. It's also my 9-year old and 11-year old's favorite, so I ended up buying 3 of them b/c the fighting was driving me crazy.

My town pool has a shallow toddler pool and some of the biggest hits are: water cans, buckets and shovels, fishing poles with fish, plastic mermaids, fish and other sea animals, those water spinner type things. I went to TJ Maxx/Marshals and bought a couple of the sand/beach buckets they had for $7-10 and they were perfect.
Dive toys for my 6yo, and anything that squirts water are hits for both kids (6yo and 3yo). The 3yo plays with the dive toys in the shallow toddler pool.

At that age, hard plastic toys, and little cups/buckets for pouring water. A little older squirt guns and the foam super soakers. My kids have some of the bigger water guns which they beg for but in actuality the smaller cheaper dollar store ones get the most play. Balls, watermelon ball.
