What time do DL dining reservations open?

I know I've seen it and maybe TamiTaylor told me but now that our window is about to open, I can't remember. What time PST do dining reservations open at the 60-day mark?

Yeah the web said between like 3am and 9am but I was hoping someone could give me guidance on where it tends to fall in that absurdly broad range.

Ok that's definitely better than 3am.

For Disney World- It opens at 5:45 eastern time. So Pacific time would be 2:45.
Disneyland- 6:00 PT

Would that time apply to the BB Boutique time slots too? Our 60 days out are coming up quick. Thanks!
