My niece is 2.5 but very small - she wears 18m- 2 yrs. Can anyone here recommend dress up (play) clothes that are this small and okay quality? All the ones I'm finding are either super cheap or too big. Thanks!

Ditto this! We have so many of these dresses and they are such good quality. They hold up well with machine washing too (DD2 is wearing hand me downs that are 4 years old). Sizing is great, starting at S for age 1-3 and I just bought a XL for my 7 year old.
This store also carries LA dresses. I usually check both to see if either is running a sale.
Sometimes you can find smaller stuff at vendors selling to preschools but it'll fairly pricy and more career oriented/less princessy. Because these are meant to fit over their regular clothes, they'll run big even if intended for toddler/preschool aged kids.
When my older niece was young (about a 2T) I bought her a tiny leotard and tutu from a dance supplier (Baum's in Phila) which was a hit. I also sewed princess costumes for my niece and BFF's daughter starting when they were about 3.

My oldest was super tiny. Start with a 3 or 4. It's ok for them to be big. One day they'll be outgrown and it's sad. And it's way easier for toddlers and preschoolers to play independently if the clothes are roomy!
