This would drive me nuts, especially since there is so much wildlife around and IMO that's one of the reasons to live in this area. Also I generally hate anything that people do that disturbs other people on a regular basis.
Given that you are paying HOA and city association fees to live here, I would take advantage of that and complain for sure. If I'm over here getting letters about repainting my house numbers and what I plant in my yard, someone else sure as hell better be called out for ruining the ambiance of the neighborhood trails. I find the HOAs and all the stupid picky requirements to be annoying, but it IS nice to have one when neighbors are being inconsiderate about what they do that impacts others (like holding church services in their townhouse, lol)
As a person with epilepsy, I'm irate! Those lights would 100% bring on a seizure for me. Having a seizure would completely derail my life for at least 6-12 months. It would strip all of my independence from me. So I say keep that language in the letter.
I’m person A. My neighbor doesn’t normally have flashing lights until one night they all of a sudden did. It almost looked like they were signaling an alarm of some sort so I called the non-emergency line and had someone do a welfare check on them. They were still flashing the next day so I walked over and asked them to turn them off. I’ve since done it once more. They’re super nice about it, thank god. My entire living room flashes when they go off and I was so annoyed.

Ok I snapped a 2 second video from the park on my way home. And apparently our neighbor’s willow leafed out at its not visible inside the house anymore. But, I’d say this video is at least a quarter mile away (based on how long my Apple Watch says my dog walks are).

Well, HOA covenants lady has already gotten back to H asking for the exact address and offering to review records and inspect. I talked him down from seizure inducing to a strongly worded “are these really approved type email to open the conversation.

macmars45, thank you for saying that. My concern was I was thinking there are certain frequencies of flashing that are more likely to trigger seizures. And not know what they are, I felt it wasn’t fair to say they would trigger a seizure.

My understanding is that there is a hierarchy - you start with the HOA, then it escalates to the village (which I think is funded with your city association fees, but I could be wrong?). Then maybe it goes to the association level if there need to be fines or whatever. Hopefully the HOA will be enough, but if they are unsuccessful I think they will escalate it for you. Or at least that's how it seemed to work when I had a neighbor noise issue!

I’m using “HOA” as a generic term for village here. They are the ones with our covenants. Technically, by the structure, HOAs are just in townhomes and condos. The SFH are village then big one.

Yeah based on the video and what other people have said, they look like the freestanding security cameras in our grocery store's parking lot. I have no idea what purpose the flashing lights serve, except maybe to be a signal to others that there ARE cameras recording activity. Even the youtube video doesn't really capture how very annoying they are (when having to see it for any more than 10 seconds coming in and out of the store). I agree that it's got to be disruptive to local wildlife.

In other night lighting news, my other neighbor finally turned off his outdoor Christmas lights 🤣 They weren’t blinking, but it was so odd. He wrapped the trunk, just the trunk, of a 50ft tall pine tree with green lights. I’ve been calling it the green phallus. This one just cracked me up.

We have one of these on our street, except the lights are blue. And the tree is not very tall. Like, get a decent step ladder and you could reach most of the top (these neigbors are able bodied and absolutely can climb a step ladder). So it's a style choice. An unintentionally funny, perplexing style choice.

Yeah I don’t understand why the potential seizure element of this is being breezed over. Whenever there are flashing lights on a show or at a concert etc there is always a warning so why shouldn’t that be part of the email.
rubytue in this case I agree with your H but I am also married to a ranter and I find it makes me feel the need to be extra chill about things just to counteract him.
My parents' neighbor at the beach was a recent transplant from NYC. Lawns were a new concept for her, and she filled her with the most random collection of lawn decor including a 5' tall light house with an operating light that flashed into the guest rooms. FTR, this was on a side of her home where the garage was. The flashing light was way worse than my neighbor's constant garage mounted light.
