One thing briefly mentioned in there that I think probably deserves more credit for the extent to which it has been hampering the feds making progress on this as well as similar efforts - there's an amazing amount of money available, and the feds have in this as well as other programs tried to set things up so that smaller entities can have direct access to these funding sources....but the federal grant process is still FAR from easy or quick so it takes a WHILE for an entity to win a grant, ACTUALLY GET THE MONEY, and then figure out procurement to actually do the thing. Step 2 seems to be the hardest part for many.
Also grants are inherently limiting because they're one-time funding sources, so you can do a single big project to get started, but next steps require finding the next piece of funding which means you need to be spending resources on that effort rather than the effort of actually doing the thing. (FAR from a new problem, but still...a thing) and again Biden's admin has tried to mitigate this with certain features of certain programs, but at the end of the day, it's going to take more than 4 years to make significant progress on any of the big important stuff that this administration has been working on by way of Throwing Money At It.
