It passes my tests for an acceptable name. Gendered, spellable, traditionally actually a name. That's all I ask of strangers naming children. I would not think "Russell" had parents that didn't really like him very much on the day he was named.
It's not a bad name at all. Just NMS but it is also one that has not been popular recently. So if that is a key point then by all means keep it on your short list.
I don't like, sorry. The only Russells I know are both in their 60s, favor short-sleeve button downs, are bald and wear thick glasses. I can't get past it as an old man name.
