I see it as sort of a lighter concealer (in consistency). So its not going to cover as much (but for many it will be enough). Correctors on the other hand go under concealer (bobbi brown, armani have them), which are suppose to counteract the darker colors and then you put concealer on top.
I do tinted moisturizer/foundation first, dab a little of this under my eyes, then use a small foundation brush to buff it in. A finger would work, too. I don't have major dark circles, but it helps me to look more awake & refreshed.

I keep that in my make-up bag at work to use as a concealer and do like it.
I have had the pink pencil from Benefit for ages and have never mastered using it.
For me, a white eyeliner does more than a brightening undereye concealer. I use the Prestige Cosmetics one (very MM -- and I get it at drugstore.com).
I have the Maybelline highlighter thing, but it is a bit too "here is light stuff under my eyes" with my coloring. White eyeliner makes me look super awake and like my eyes are bigger.
I use it in place of concealer. I have perpetual dark circles under my eyes, always have. Concealer tends to not look right, and because it's heavier, it settles into my fine lines and looks cake-y. I'm also very pale, and tend toward cool/rose coloring, and most concealers seem to be too yellow for me. The brighteners I have (Laura Mercier, Bobbi Brown and Maybelline) are all more lightweight, and counteract the darkness.
I just swipe right under my eyes, mostly toward the inner half, and then pat with my finger tip to blend. I blend it in and up to my eyelids, too, it evens out the tone there.
