I will say - I think $70/week is the absolute lowest I would go. Anything below that and we're starting to get into beans and rice for every meal territory.
So realistically, we're talking a $10/week reduction. That's $520 per year. That's peanuts. You can cut that elsewhere with much less discomfort I'm sure.
I voted $61-$80, because we are usually right around $75-$80, but I budget $100/week. That said, if we didn't buy beer or other alcohol or go out or order in, we'd probably almost always be under $75. This includes toilet paper and paper towels, sometimes a few other toiletry items. We have a separate budget for pets.
Going to the farmer's market also drives it up over $80.

Has he wandered around a grocery store lately? The prices have really gone up a lot in the past year or so; if he hasn't done any shopping lately, I can see why he might be kind of disconnected from reality.
I checked the 80-100 option, but lately, it's been on the high end of that. I could keep it closer to $80 if I only shopped at Winco, but their selection is iffy I think their produce sucks ass, so I'm willing to pay more for better food.

Do you have a Costco membership? Just having the Costco amex more than pays for my membership.
I rarely buy meat, so I'm sure that helps my budget, but that's probably balanced out by insanity of Hawaii prices. I had to buy a little bit of milk the other day, and it was $4 for a quart. OMFG. So, I won't answer your poll b/c it would skew higher than reasonable, but I think 80 is on the low end of a reasonable budget.
