My hands get unbelievably dry every winter. It's borderline agonizing, and it's partially because I have to wash my hands 100 times a day because from changing diapers, snotty noses, whatever.
What is the best hand cream in the world? I don't even care if its MM -- I'm willing to spend almost anything at this point. I just put some Burt's Bees lotion on my hands because it was all I had left at the moment, and that shit burned so bad I was almost in tears.
Honestly? Slather on the vaseline and sleep with socks on your hands. Do that for a few days. I love Eucerin hand lotion for everyday. I always have a trial size in my purse.
I also like First Aid beauty but it is nothing special for the money
Aquaphor. It isn't luxurious in any way, but it is very, very moisturizing. It is kind of like Vaseline (but in a more slathering all over your hands format).
No matter what you get, use it every time you wash your hands. Also, don't use antibacterial soap if you can avoid it -- it is very drying.

Neutrogena hand wrap is also good. Also i got some of those lysol automatic soap dispensers and the white aloe soap that goes in there isnt as drying as the other soap we used. It is antibac though.

I keep an Aveeno lotion on my desk at work and use after every washing. I like it because it's not greasy at all. If I'm super dry I will use Aquafor overnight.
