Honestly? I hate dogs. With a passion. I don't care if it is 'just' 10 minutes 'just' once a week, nonstop barking for that long would piss me off. A ton.
I would approach my neighbor like a rational person and ask them to come up with a solution. If my neighbor didn't solve the problem, I likely wouldn't escalate it to animal control, but it would definitely damage any neighborly relationship and I would have a hard time accommodating any of their requests in the future.
10 minutes can feel like a very long time when there is such an annoying sound. And it isn't like it is an unexpected thing where some random occurrence set your dog off (I would be way more understanding of that). You KNOW that your dog is going to bark for ten minutes non stop, and you let him? Not cool IMHO.

Dog, cat, kid or noisy motorcycle, I would hope that all my neighbors would be respectful of each other. And knowingly allowing your dog to bark for ten minutes straight, and doing nothing about it when you know it bugs your neighbors doesn't fall in-line with respect to me.
The thing is, I am sure everyone who had something bad happen to their dog outside thought their yard was secure and the odds were small.

I just feel like 10 mnutes a week is NOTHING. Even if it were 10 minutes a day, I could kind of understand...but I am just sensitive to this b/c I have a newish dog that barks a lot. She is always inside, but her bark is LOUD.
We are trying everything we can think of to get her not to bark but if I had neighbors like this, I would definitely be dealing with animal control and/or have to get rid of her.
I guess I'm glad that my neighbors are seemingly more understanding...but I sort of take offense at this idea that dog owners are somehow supposed to easily able to keep a dog from barking for under 10 minutes a week. It's a DOG. They bark sometimes.

I think Vegas is being very open to doing something about it so you could give her some credit. ^o) People have just been pointing out that there are a lot of sounds that can occur on a regular basis that are annoying such as lawn mowing, hedge clipping and motor cycle reving and so an expectation of total peace and quiet is a tad unrealistic on the part of her neighbor.
