I NIP everywhere if I have a cover with me. I have never NIPed without a cover but I see some women doing it and i dont notice beyond thinking "I couldnt do that" (in terms of my own comfort.) I have found sometimes if I am quick enough people dont even realize I am nursing.
I would absolutely nurse with no cover. And honestly between 3 kids, I've spent over 3 years BFing already, and despite NIP all over the place, I have never had a negative comment.
Random side story, the only time anyone freaked out over me nursing was in my own home. He was a sales guy, and I had tried to avoid bfing in front of him, but in the end I did it. He did not even notice until it was all over. It was me trying to fix my bra that made him figure it out and then he was all "oh my" and trying to hide his eyes. I laughed and told him it was ok, I was done, baby was just sleeping and there was nothing to see.

I nursed in Cracker Barrel yesterday on my way home from a trip. I used a cover, since someone gave me a nice one as a gift and sometimes my daughter will randomly latch and unlatch. No big deal, but I would probably try to snag a good chair. Maybe even ask for someone else's chair just because.
Do it. And if anyone judges you they suck. I don't really get the point of pumping bottles to take out with me much anyway. If I pump a bottle I want that sucker to be used when I have a chance to get away. If my baby is with me, then the milk comes from the tap.

I NIP'd in front of DH's family multiple times at family dinners but they're a very pro-BF family so I never had any concerns. I'd just curl up on the couch with her and the boppy and throw a cover on if there was a lot going on (she'd get distracted). If it was quiet and I could do it without making a scene, I'd go sans cover since the hosts kept telling me it wasn't needed and that no one else ate with their heads covered.

I would potentially try to feed her in the car right before you go in to buy you a little time to get settled/order/etc. The car can also be less distracting than a restaurant. However if that does not work/is not an option there is nothing wrong with nursing in the restaurant.

Totally agree! I never used a cover to NIP but was very discreet (and I've have NIP pretty much everywhere). I always wear a nursing tank so nothing is showing. I have had many times where people thought she was just sleeping in my arms when I was actually nursing her.
I've nursed in front of my in laws and MIL never BF. they were cool with it (and that says something!)
