Roads are just wet for me, but my DH works by the children's museum and said the roads on the north shore were bad tonight.
Normally I would suggest the children's museum for a toddler. If you happen to go, bring a complete change of clothes. There is a fun indoor water exploration tables and pipe design exhibit that your child can get very wet in. Having dry clothes makes me more relaxed to let dd play and get as wet as she wants to.
What part of town would you prefer suggestions for?

I'd recommend the Children's Museum, with a change of clothes as someone said. They're supposedly finally starting to plow and treat the streets, and there's not supposed to be TOO much more snow tonight.
Starry, the snow just started fast and furious at about 9 am and by 11 am, there were probably about three inches on the ground. It was just a lot, too fast. Now that things have slowed, they can catch up.

The PPG Wintergarden exhibit of Santas around the world is still open and there is a train display and gingerbread houses. That's free. There's the ice skating rink and big tree outdoors that's fun to just people watch.
The Santas are life size though and I know my dd would freak out about them.
