I don't know that you can DIY a lined linen/cotton blend panel for much less.
I sometimes sew curtains for people. A plain panel such as these would require a single piece of home dec fabric about 3 yds long for a print with a 15-18" repeat. Plus that amount in lining. Retail prices for cotton/linen are around $30-$40/yd; Roc-lon lining in cotton is about $5/yd. So, retail without labor would be about $105 without thread or harware.
If I went to 4th Street (Philly's Fabric Row) I could probaby find a similar cotton as a second or discontinued item for about $10; cotton/linen would be at least $15/yd. I could probably negotiate lining for closer to $4/yd.
I say grab the coupon and run. Or else look for a PB Outlet. I was hoping to go to the one in Lancaster today but DH is sick.

Yeah, DIYing curtains is almost never cheaper lol. Fabric is expensive, especially for good fabric! Those are pretty so I think you've got some winners there.
