If Congress doesn't step in and do something, will taxpayers in the 10% and 15% ordinary income tax brackets be subject to a 10% gains tax?

Yes, that is how I understand it.

Those in lower tax brackets currently pay 0% cap gains.
Those in higher tax brackets currently pay 15% cap gains.

If no compromise is made for 2013:

Those in lower tax brackets will pay 10% cap gains.
Those is higher tax brackets will pay 20% cap gains.
