Yup, we have. It was good, although I could've used more practice getting it tight enough. You can "rent" them on ebay to try them out before investing in one.
I've used ours a few times and felt better about that than the regular seat belt. Even now (DD is 4.5), I usually travel with her carseat on the plane, but if I'm by myself, I check the carseat and use the CARES harness. Only thing I don't like is that if she falls asleep, it doesn't look very comfortable, but a little travel pillow works well. I'm a little crazy about carseats in general, so I just feel better having her harnessed (even though it's not a 5 point) on a plane as well.
We use it all the time. It's great for keeping him in place and I feel more comfortable with it than just the seat belt. To him it feels more like a car seat.
Just make sure to take it off the plane. We left one and realized within 10 minutes and it was already gone. They sell on Craigslist. Our current one has our name all over it in sharpie just in case.

We use it for every flight for DD since she turned 2. I think that's been 4 round trips. I love it, she is very petite and the regular seat belt just doesn't cut it, she just stands up & gets out. It's been pretty easy to use, just takes a couple tries to get it on the seat right & adjusted properly. We have a kid sized travel pillow in case she falls asleep. I bought it off amazon for cheaper than the company sells it directly for.
