We are on a first floor apartment. We have those terrible hanging slat blinds and when outside you can see in through our dining area ones into our living room. We probably will only be here a year more so I don't want to spend a lot. Any suggestions on where I can get some cute inexpensive curtains and a rod?
Lately all I have seen at Home Goods is grommet curtains which I don't care for. I just got some from Target. $9.99 for one 84" panel. They offer 63 and 95 also. They have the pairs on line and single panels in the store.
Turn the slats to an upward angle - lets in light, but better at blocking the view. You can make cheap curtains from drop cloths (from Mesnards, Home Depot or Lowes) using clip rings. Cheap rod from WalMart.
I second HomeGoods for a curtain rod- I've gotten really nice rods from there for half the price of the cruddy rods at Target or Joann's. The actual curtains there aren't anything great, I've returned every pair I've bought from there because they've looked waaaay too cheap. Also- they only have 84" panels with grommets at the various HGs around my house which doesn't cut it for my windows even though my rods aren't hung very high.
I've made curtains for several rooms in my house to save $$, and the cheapest route has been drop clothes hung by Ikea curtain clips. It's pretty easy too even if all you have is is a needle and thread since you only really need to hem 1 end.
I've also found some nice rods at Joann - if you happen to find a good clearance sale they're really cheap. The ones I bought were 70% off.
I always think I'm going to find something good at BB&B, but I never do. I think their prices are high for the quality. Even with one of their 20% off coupons, their prices seem a bit high compared to other stores that sell products of similar quality.
I've also bought from JC Penney - it seems like their window treatments are always on a big sale. Then again, I haven't shopped for that kind of thing there since they changed their pricing structure.
If you need longer lengths, like more than 84-inch panels, Ikea is a great stop. They have a lot more longer length options in stock. At BB&B, they don't have 95-inch lengths in their store, you have to order online. Target & JC Penney have a better selection of 95-in panels on their websites, although they have a few options available in stores.

I did some simple sheer privacy blinds really cheaply at our last place. I used galvanized conduit from Home Depot as the rod (this is in the electrical section, about $2), and mounting brackets and 100 inch wide sheer fabric from Joann's for $5/yard.
Since JCP changed their pricing structure, I've found that you get better deals in the store. They'll have in-store sales that they just don't have online. I found panels for $17 recently on clearance and but I needed 6 of them and they only had one; they were able to order the rest of them for me at the in-store clearance price and shipped them right to my house.
