I want to start the C25K program so it will only be short periods of jogging in the beginning. Right now the only time I can jog is during the day and I have a 7 week old.
Can I put him in the infant carrier and snap it into my regular stroller? I don't want to invest in another jogging stroller because I already have one to use when he can sit up.
I would see if there is an adapter that would allow you to use your infant carrier with the jogging stroller.
This, but I still wouldn't run with a 7 week old, even on paved trails. MAYBE a 3 or 4 month old depending on relative neck control, but my kids were tripod sitting by then, so perhaps my ages are still young.

I don't think you can run with a 7 week old, period. A jogging stroller has a much more stable ride than a regular stroller, so it would be even more unsafe with a regular stroller.
I ran with a normal stroller when my son was just over a year. It sucked for me and he loved every minute. That being said, I was only running a two miles at a time and wasn't ready to invest in a jogging stroller at that point.
I don't think I even had my son out to the grocery store at 7 weeks old. But I was uber-protective (see: freak-weirdo-helicopter-mom). I think you should wait on taking the babe out, but just my opinion.

No way. I wouldn't jog with a regular stroller at any age, but certainly not 7 weeks.
I did start running with them around 2 months in my jogging stroller with the car seat adapter though. I'd go on the bike path and it really wasn't any more bouncy than they would encounter in their car seat in the car.

This. You can't run with a 7 week old. Their necks are not strong enough to endure being jostled around. The recommended age for use with a jogging stroller is 6 months.
Can you not have someone (husband, so, grandparent) sit with your child while you run?
My pediatrician cleared us for that at that age, so check with your pediatrician.
Definitely this. Because just to show you how things can differ, our ped doesn't recommend jogging with kids under 6 months old due to issues with head/neck control.
And no matter what age your ped is comfortable with, I'd never jog without a jogging stroller (and even then I wouldn't feel comfortable using an adapter and the infant carrier because I'd be afraid of hitting a bump and having it fly off).
