They'll reimburse 2 bar association memberships, and I suppose would reimburse drinks and such at the networking events I go to (though I never submit those receipts). And if I came up with a great association that I wanted to join or conference that I wanted to attend, I could convince my boss to pay for it. But I've never had a budget of any sort for that.

I would just start with a list of how you might spend the money, add some padding, and come up with a number. For example, enough to pay for industry/chamber of commerce-type memberships (not bar memberships, which you already have, but new things), $$ for at least X number of lunches/dinners out per month, maybe enough to attend a conference that would be important in your industry, add some extra = $Y.
Since your boss is at $10k, I am thinking around $2500 for you.
