I had an interview last week here on post and thought it went really well. They said it would be a few weeks until I heard anything back, but since we just found out that we would be moving in a few months, I feel like I should let them know so they can eliminate me from the pool and what not.
M thinks I should just wait and if I get an offer, accept it and hope they would transfer me but I feel like that is kind of a dick move. I know a job is not a guarantee at this point, but I want to do the right thing without screwing them over.
Since nothing is ever certain, I would wait to tell them until you have orders in hand. This will not be the first time an employee leaves because of a PCS. I understand you feel badly, I just don't think it's necessary.
When you filled out your application did you have to put in your H's PRD? If you did and you would be moving within that timeline, then I wouldn't tell them because they likely know. If you did put it down and your move is now happening much sooner than expected based on the PRD, then I would tell them.
If you didn't put down a PRD, then I would tell them if you don't plan on accepting it if they offer you the job. Would you take it for a few months? Then don't tell them. If you would decline it, then I would tell them now so they aren't wasting time.
Are you willing to work the job even after the move for a few months? If so, I'd stick with it, in the hopes of getting into the GS system (especially here!). If not, then I'd probably let them know. Maybe.

I think this is what I'm going to do.
It's not a GS position, but at a financial institution on post. They asked about our DEROS date, but since we are still moving within the country it won't change so they would have no idea. I know I'm putting the cart before the horse since they might not even be interested, but I just don't want to string anyone along.
