Has this been discussed? I had no idea this was happening today. It doesn't really affect us because we only use our debit and AMEX mostly. Am I the only one that missed this?

I was reading about this, and it doesn't seem to be much of a worry from what I understand. First, ten states don't allow surcharges so any business with locations in those states can't charge it anywhere since the rules require them to be consistent for all customers. They can't charge you in VA, where it is allowed, but not in NY, where it isn't. Second, they can only add a surcharge for Visa/MC if they do so for all cards accepted, and AmEx doesn't allow surcharges, so if the business accepts AmEx you're safe there, too. That doesn't leave too many businesses that can charge it even if they wanted to. Basically local businesses in the 40 states where it's allowed, that don't also take AmEx. I don't think I shop anywhere that doesn't accept AmEx so that's good.
I will be using my American Express card more often now.
In the last thread on this, someone said that any store that takes amex won't be able to put a surcharge on visa/mc. Not sure if it's accurate or not.

Interesting. It looks like that is correct, according to this article:
"The National Retail Federation points out that under terms of the settlement, a merchant who adds a surcharge to purchases on a Visa or MasterCard would have to do the same with American Express cards. But AMEX prohibits surcharge fees. So a merchant who accepts American Express as well as Visa/MasterCard would not be able to surcharge any of those cards."
I'm very annoyed that this is being reported as though it's some huge financial burden when the average consumer won't have to even be concerned by this. Most national retailers have already gone on record saying they are not going to impose a fee, mainly because of the reasons that have already been stated in this thread. I can see this being more of a concern at a local restaurant, per se, where every dime matters to the bottom line.

This; no one needs to panic. And the article posted yesterday (not sure if this is the same one), it said most retailers don't want or plan to start charging.
