My husband finally has moved on from the flip phone and has an iphone on the way. Does he need his own Apple account or can we share one some how so he has access to the apps I've paid for?
I always think it's better that you each have your own Apple account. Yes, you have to buy your own apps, but it keeps things simpler. My H and I have our own and I couldn't imagine sharing...
/unsolicited advice.
ETA that we have our iPhones synching through different computers, thus different music and other input sources. If we were using the same computers, my opinion might differ (I say after reading the following comment...).

Interesting. I feel the exact opposite as PP. We share an iTunes account, and thus apps. (You can set it up in iTunes not to sync everything.) This is so much cheaper so that you aren't paying for songs, etc., twice. You can have up to five different devices on one iTunes account.
You can still have your own apple account for the cloud. That's what I do. So my storage is separate.

That's what I am thinking dutch. I am reading into how to segregate tje cloud stuff from the itunes. I've paid for games that my husband plays on my phone/ipad and now wants on his new phone and I hate to pay for them again, considering I don't use them.
We have two Apple accounts and use them both on one computer. We can share apps that the other buys. Just don't set music or apps to sync automatically or you'll get apps and songs that the other person has that you don't want. Set them up to sync manually and you'll be fine. Also make sure you know each others' Apple passwords for when you want to update an app from your phone.
