We don't have tornado sirens anywhere near us (they're only out in the 'burbs) but we have tornado warnings/watches enough that it concerns me -- especially at night while sleeping!
Anyway I came across this service that monitors your address and will call/text/email you with weather alerts or whatever you sign up for:
I guess you have to find the link that displays your community (city/county/state) IF your community participates (this one shows AR so probably not helpful here). It's not very user friendly-sorry! I found the one for my county and signed up.
I have the Weather Channel app on my phone, and it will also bleep loudly at you when there is a tornado warning for our zip code. It's come in very helpful for me as I rarely have the TV or radio on.
During Hurricane Sandy, my phone actually got a few emergency messages automatically. I didn't have to sign up for anything. All of a sudden my phone made a really strange beep, and then a message from the city came up that looked like a text saying "STAY INSIDE. IT IS EXTREMELY DANGEROUS OUTSIDE" or the like. I think it targeted people in certain hurricane zones? (A friend who lived in an evacuation zone got messages telling him to evacuate immediately or he would be arrested, and other friends who lived farther away from evacuation zones got nothing). It was interesting.
