Our apartment can be a major sauna too. I think opening the window while she's awake is good. Do you have a fan? I would keep a fan in the nursery going sometimes. Also, maybe try opening the top portion of the window, opposed to the bottom? Not only will it allow more heat to escape, but it won't be as drafty as the it would be with bottom portion open. The ceiling fan is going, just not doing much of anything. We have a window fan, but that only adds to the howling wind. Top window is just as noisy, which is the main problem. I think I'm more bothered than the baby.
