Yes, but the 10% rule applies to weekly mileage....& she has to start somewhere, or she won't have anything to take 10% of.
OP, I'd do the mile a few more times until it becomes a bit easier. After that, I'd take it to (if you can comfortably do it) 1.25, 1.5, etc. Just see how you feel. You might be able to do more, you might be able to do less. Each time you increase, do that new distance a few times before you add more.
