See those baskets in your inspiration picture...I have been told that those are great for kids rooms. I don't have kids, so I don't have first hand experience. Our office was designed as a bedroom. When we redid the closet we divided the closet in half. The left half has a double bar while the right half has a series of shelves. I have fabrics boxes on the shelves to hold office supplies. I sized the shelves to our supplies. One shelf is reference book height while others are shorter in height.
Our master closet is fairly standard. The only special thing I did was to add additional shelving on one side for my shoe collection.

1 bar for a woman (or a mix of 1 and 2), 2 bars for a man: shirts and slacks fit on a two bar configuration, most dresses do not.
I'd go with one bar for a guest room (guests aren't going to bring a lot of clothes, but might bring dresses), and maybe add another bar once it becomes a kid's room. Also, a guest closet can be a good place to store things like out of season long coats and formal dresses... plus potential overflow for coats during large gatherings. Coats can be long too.

I would do one bar for the guest room, one bar for the kids (I have never used the closet to hang anything but winter coats and pants and stuff that doesn't fit yet and when I was without dresser, I just added a sweater thing from Target that held everything - that way you can customize it later once the kid arrives) and then a configuration like pictured for the master. I have never had a closet organizer like these so I can't say yay or nay to wire racks or baskets at all.
