Last year, I would get fairly engorged just before AF would start. I hadn't breastfed for nearly a year at that point. It hasn't happened since so I think it was a fluke.

I weaned about 7 months ago and, yes, I can still produce. I thought it was normal for awhile.
I had this for TWO YEARS post breastfeeding. I had a full work-up, ultrasound, MRI, met with a surgeon as a consult. Long-story-short: boobs are weird and when you couple them with a mother's love, it can go on a long time.
I also didn't leak when I nursed. Maybe there is a correlation?
One of my most awesome nursing moments *eyeroll here* was using D&D napkins as nursing pads. I started leaking and was on the train and it was the only thing in my bag (I'd forgotten the real pads). So I did an arm-chest scrunch and tried to be inconspicuous about stuffing my bra.
I probably should have just fessed up and made people uncomfortable, lol.
I don't know how long it was after I weaned Kate, but I remember it was a considerable amount of time, and I randomly tried to squeeze some out and was surprised to get a couple drops. I'm now 18 months out from weaning and can't get anything, but I'm also pregnant, so that could affect it. I got pregnant only a month after weaning Emily so I never really had a chance to see how long my milk lasted then.
I also had phantom let-down for a long while after weaning. It may have been hormonal but I never took note of it in relation to my period.
I stopped nursing in 2011 and I can still squeeze some milk out. There have even been a couple times that it has leaked on it's own. Not a ton either way, but definitely still there.
Odd thing about it is that it's mostly from one side - the side that was my weaker producer. Neither side was ever an over-producer. I never got engorged when my milk came in, but it managed to last until I weaned him just shy of 2 years, so was apparently enough. ;-)
I mean the leaking from the opposite boob when you are nursing still.
oh and have you tried the wool ones? They are awesome once you only leak a bit. You don't even need to wash them more than once a week or so because they are naturally antibacterial.
