I'm pretty sure my (former) WW leader said that 25 is the lowest to go.
I'm assuming you're eating a ton of fruits and veggies, which are (mostly) no points. I've heard that some days people do struggle to eat all their points, especially if that's the case. I've also heard that as long as you're feeling full, you're basically fine.
You may want to evaluate what you ate today and make sure you're getting enough things like healthy fats and proteins, which are higher point values.
Are you going to meetings, or just doing it online? If you're going to meetings, definitely talk to your leader. If online only, check out the forums - I didn't look at them a ton personally, but I'm sure there's pretty good advice on there regarding your question.
My mom is going to meetings and I'm piggy backing off of her. I've always done it on my own and have had success in the past, but not with the new system.
Would your mom be comfortable talking to her leader about this - what to do if "she" finds she's full after not eating her daily allowance?

There's not going to be a standard answer between her mom and you. Age, activity level, metabolic rate, all sorts of things play into this issue and you'll get a more accurate reply if you go to the forums and post your question on there for the members to address. PP mentioned proteins - she's right. If you're not eating enough healthy proteins and fats, which are typically higher points, that might be a cause. But too, if you have a day under points every now and then, it's not a biggie. Try to make sure it doesn't happen too often, but once a week or so won't hurt I don't think. Just make sure you're hitting all your healthy guidelines.

To the part in bold - yes, you're right. I didn't mean to imply otherwise. But I think getting at least some feedback from a leader would be beneficial.
As for the rest of it - absolutely. If you're hitting your guidelines and just not hitting your points only every so often, you're probably fine.
