I used a big trash can with a lid and then a wet bag inside. If I changed her downstairs then I'd just bring the diaper upstairs with me next time I came up. No smell issues, I was doing laundry every other day. But I also didn't start CDing until she was about 6 months old, so I wasn't changing as often as a newborn.

I only have a diaper changing station upstairs and have a diaper pail from Cotton Babies. I figure its good exercise for me to take the stairs. However the first month or so we used disposables and I had supplies both upstairs and down.
We never have a problem with smell-we wash every 2-3 days. We have a PlanetWise bag that just hangs on his door knob. All wipes go in a plastic bag on a different door knob-no issues with smell there either.
We never change diapers downstairs. Especially in the early days, it was easier for me to go up the stairs than it was to put him down on a surface (usually lower than what was comfortable to squat/kneel/lean over to). We've never had an issue with having to go upstairs to change diapers, even when it was seemingly all.the.time.
Now it's quite nice to tell DS we're going up the stairs to change his diaper-he enjoys going up/down the stairs so it's a fun activity for him. The change in scenery helps curb meltdowns for us too.
We had a big wetbag in the nursery, and never had any problems with smells. The bag held the smell in really well, and we generally did a wash every other day. We only had one level, so I can't answer the second part, but we only ever changed DD on her changing pad/in her room.

No issues with smells surprisingly, even now when he is on mostly solids, and I have two dogs - and the one gets into EVERYTHING but he shows zero interest in the diapers.
We did have a wet bag downstairs when we lived in a TH, and one in our bedroom when we co-slept. It made it slightly more of a PITA when doing laundry (to remember to snag the diapers in each room) but I liked doing that better and not having to worry about taking dirty diapers upstairs. I had a c-section though and was really limiting my trips up and down stairs, so it was much better for me to have a little diaper station in the family room (we also had the PnP set up there.
Believe me when I tell you if a dog is going to get into it, it'd be my lab. We use disposable wipes and he pulls all of those out of the regular trash can, but has never so much as looked at the diaper trash can.

She pretty much leaves most things alone, EXCEPT gross things, so I'm just anticipating her interest, lol. Dirty underwear, VERY sweaty workout clothes, and bird poop are her favorite.
Ew lolol. You may be surprised though. My lab has eaten everything from my wedding dress to a butternut squash (in its entirety) to the handle of a briefcase. I don't know why the diapers are of zero interest to him. It's actually really weird.
ETA: except now that I'm saying that your dog will probably eat every single diaper :-)
Hanging wetbag only. As long as you wash twice a week there are no smells. We only have one story though.
We have a smaller stackable washer/dryer, so I'm definitely getting used to doing laundry more often. I can't imagine I'll be doing it any less than every other day, probably more often really.
Honestly, this way is so easy, it's barely another chore. It's more like, hooray, here's a chore I can get done with less effort than the other things i need to do.
I use a step trash can with a planetwise pail liner. However, now that we have to spray dirty diapers, they typically just sit on top of the pail or on the back of the toilet until I have a chance to deal with them. Gross, I know, but DD poops 2-3x per day and it just doesn't make sense for me to be spraying diapers constantly. Prior to solids, everything just went straight in the pail and we never had smells. Now, the dirty diapers do smell, but it's not horrible if I stick them in a wetbag. The pail doesn't smell since it's just pee diapers.
We have a ranch with a lower level family room, but I never change diapers down there. I thought I would and never did. I change every diaper on the changing table in DD's room.
Surprisingly, no: just a regular can with a Blueberry pail liner. The lid has a swing top and I'm actually surprised how well it does at containing the smell.
We have a Diaper Dekor (don't get one-- I hate it) with a PlanetWise pail liner in our nursery upstairs.
We keep a PlanetWise large wetbag in our laundry room on the main level. When I was on mat leave, we had the PNP with diaper changing station set up on the main floor, but once I went back to work we took that down since we're not home with him as much (and he doesn't need to be changed as frequently as he did when he was a NB). Now we pretty much change all diapers upstairs in the nursery.
We have never had any problems with smells. Our dog is a scent hound who eats cat shit out of the litter box and he has not so much as glanced at the wetbag or diaper pail, LOL.
We use a lidded stainless steel trash can with a Planetwise wetbag inside. No smells yet, but we're only a couple weeks into solids (and very small amounts). So we'll see where we stand in a couple months.
Edit: This can (ours is stainless) with this liner (I have two liners; a clean back-up is always ready. I store it under the plastic bin liner of the can). The liner fits the can perfectly. I do diaper laundry twice a week, and this setup easily holds three days' worth of diapers, including those used at daycare.
Once there were solid food poops involved, we went with 2 wetbags, and the poopy one stayed in the bathroom. That one got smelly when you unzipped it but it was very manageable in the bathroom.
EBF poop doesn't smell at all, so when I had an EBF infant those poopy dipes went wherever. Then didn't smell.

We have both a Kangacare bag and a Planet Wise and neither smell. Two labs and a Brittany aren't interested in the dirty diapers, even when I left the bags on the floor.

We only have a diaper pail in her room so we take her there for a change. It can sometimes be a pain to take her up and down stairs, but not a big deal. No smell issues, but we only put pee diapers in the pail. We use the Kissaluvs antibacterial pail liner (not sure if it makes a difference).
I take poo diapers into the bathroom where I rinse with diaper sprayer, spray with Bac-out, and put into a separate zippered wet bag. This one doesn't smell either. The Bac-out smell is really strong (in a good way) so that probably helps.
I have a pail with liner in the nursery and a small wet bag and changing station / pack n play downstairs. DH almost exclusively changes downstairs and I do during the day while home on mat. leave. I prefer to not have to go upstairs each time I have a dirty diaper and DH would freak out if I left diapers laying around until I went upstairs.
