oh, glad to know it's not just me. I think if she said, "Hey ladies, I'd love to do your makeup, if you would not mind donating $5 towards my supplies that would really help". I would totally get that, but $15? meh....all set.
Along the same lines, I am soooo white and when I was shopping around for a hair salon for my wedding, one salon owner was appauled when I told her I would not be tanning before my wedding. That lady was a slore.
First I wouldn't charge family BUT I think I would have her do it. I wouldn't want to ruffle any feathers on SIL's "special day" and $15 isn't so bad. However I wouldn't call a Mary Kay sales person a professional makeup artist by any stretch.

ETA: Its weird that its $15 as well. What are the probabilities that someone has a $10 AND a $5 bill in thier wallets. Its almost like she wants the $5 "tip" because most people will probably be like "eeehhh, just keep the $20".
