I'm having trouble picturing how damaged wood is keeping them from staying open? Do you have pics? Are they weight and pulley style? My grandmother in the south has 100yo windows, and they didn't have a mechanism for staying open, you are just supposed to use a prop stick. If there is rot, it can be drilled out and filled with wood filler. The sashes can also be disassembled and re-glued/reglazed if they are coming apart; that might be something to call in a carpenter for. If the rot is just too extensive, you can have new sashes milled; we had that done for the dining room at about $500/window (someone installed very ill-fitting Marvin replacement sashes in the existing holes but luckly left us with the weight pockets and weights, so we just had to have the holes measured and sashes manufactured).
