The whole house needs to be vacuumed, the kitchen floor needs to be mopped, etc. But instead, I decide today is the day I should move the dining room rug so that I can vacuum and mop the floor underneath. This involves moving the table, rolling up the rug and moving it to another room. I did all this, mopped, it looks very nice. But now I don't feel like putting it all back together. So unless I motivate, I will have to deal with it tomorrow after work, which will make me grouchy.
I always get about 75% done with a project and then quit. It's maddening!
It sounds like you're complaining about a spouse, instead of yourself. You know, owner of the arms and legs in question, which you can fire up at any time.
Hey sue sue - I think you should start a new business - holding people accountable to finish their tasks. And make them prove it with photos...(The curtains are tied up because one of my cats thinks it's hilarious to climb them)

That's why it's maddening - nobody else to blame but myself. I fired up my legs and arms and finished it, OK?
