Viburnum is a very diverse group. They can be evergreen or deciduous, tall or short, and have so many leaf variations you really can't describe them all.
The flowers do look a lot like lacecap hydrangea flowers in the pic you posted, but the foliage looks nothing like hydrangea. It looks very decidedly viburnum. Which species of viburnum is unclear.
