I did it two years ago. It was a great race, I loved the course. It actually ended up being my slowest half ever though. I got the flu two days before the race, and really, really debated running it. I was feeling better by Saturday afternoon, so I went for it. Those RnRs are expensive, I didn't want to waste my money! Anyway, I made it through, but my whole goal was basically not to puke!
If you're feeling good though, it's a great course to PR. Very scenic and pretty flat.
ETA: Also, Philly is a great place to visit for the weekend, there's a ton of stuff to do, and the weather is usually perfect.
Also, if you're looking for one a little later, the Philly half is in the middle of November. That course is even better in my opinion, it's almost all downtown (RnR goes through Fairmont Park more), which I enjoyed. I'm going to do the full this year that goes along with it.

How's the weather in Philly in November?
Well, it just depends, to be honest!
*Most* of the time its perfect running weather, in the 50s or so, but you can't always rely on that, obviously!
September is usually pleasant, but we do get some Indian Summers some years where it stays pretty warm.

How's the weather in Philly in November?
I thought it was perfect racing weather. I ran the full and i wore shorts, t-shirt, throw away, and gloves. I think I ditched the throw away 4-5 miles in.
Also wanted to add that weather in Philly in Sept is still pretty hot and summer like. I chose the Philly Half in Nov over the RnR because of that reason. But definitely come to our city for a visit, I think it's pretty awesome

I have never done the RnR because September weather can be very iffy here. I definitely recommend the one in November. I've done it the past couple of years and the weather has been perfect, as others have said. Also, there is a lot to do and see here, and really delicious food!
