We've rented from all of them and the Penske trucks were the nicest/best maintained, in our experience. However, for a reasonably short move, I wouldn't think it would matter that much.

I only use Uhaul. One time I scheduled a truck with Budget, but on moving day, the truck I reserved wasn't available and I had to rush around trying to find a truck. Uhaul also price matched Budget.
I've gotten UHaul to price match Budget as well. I just had to show them the quote from Budget. I chose UHaul because I've heard of issues with trucks not being available the day you need them. There are a bunch of UHaul places near me (more than the other places) and figured if something happened I could go to one of the other places for the same price. Thankfully every time I've moved UHaul has had the truck I've rented.

We ended up reserving with budget because of the large price difference. There is a large uhaul place in town if we run into problems with budget we can rent there and we will make sure to have them price match. All my local friends haven't had luck with uhaul actually so we will see what happens.

We just used budget a couple weeks ago for our in-town move, and had no issues. Our neighborhood mechanic (that we love) is also the budget truck place, so that helped. We knew if there were any issues, that he'd be on top of it.
