I wear tights or capris that are fitted all the way down. I have a few from Road Runner sports (like these www.roadrunnersports.com/rrs/products/RRL1136/) that I really like, a pair of Hot Chilis from REI for when it's really cold, the Lululemon Wonder Under crops that I love and sometimes wear running (but mostly use for kickboxing), and a pair from Athleta that are just ok.
ETA: I forgot I have two pair of Lululemon Inspire Crop pants that I love!
I prefer fitted tights for running, but I'll sometimes wear looser pants too. Once I get going, I don't really notice my legs as long as my upper body is warm.
Fitted. Ive never run in bootcut panta but I can't imagine that being pleasant. Then again, I run in as little fabric as possible. I'm in booty shorts in any temp above 40.
I started in looser pants thinking they were more forgiving for my flabbiness. I learned to love tights though. Held things firmer and no annoying flapping. They also stay warmer because cold air doesn't sneak up the ankle opening.

My old tights are just fitted spandex (Nike and Adidas), but my newer ones are all true compression tights (2XU). I also run in compression shorts/capris in warmer weather. Running is loose fitting bottoms of any type would drive me nuts.
Tights all the way. I don't like the ankle floppiness of bootcut pants. Mine aren't compression, just warm. When it's really cold I like my Sugoi sub zero tights.
I wear compression capris and pants from ON, I also have a pair of bootcut ones I ordered by mistake and ended up keeping them, I don't love them as much as the regular cut, I wore the pants all winter and the capris all summer last year, not sure if they are true compression material but they work well for me and I like the price
I have two pairs of long tights, one from RRS and one from VSX. I love both pretty equally, but the VSX pair got more love this winter since they have a wider waistband and thus were more accomodating of my growing belly. The RRS pair is slightly insulated though, so there's that. I only wear looser pants if its suuuuuper cold out (like, 15 or below) and I need an extra layer-I use my LLL Studio pants for that (especially now that they're beat to all hell and I'm even more in love with my Zella Move pants from Nordstrom than I was with the Studio pants).

I prefer tights. I can only wear looser ones for cross training but I don't even really like doing that. I have a nike pair that I love and an old navy pair.
