If this is a weekly thing, I think $20 a week is fine. If this is a one-time thing while you're away on vacation I'd probably pay him $40. That said, my kids had similar jobs at similar ages (for vacation coverage, not a weekly recurring job) and I thought $20 was more than enough, and wouldnt have let the kids take more than that.
$25-$50, but I would expect a 30 minute visit, including a walk. Our sitter charges $100 for that ($20/30 minute visit) but she is an adult, licensed and bonded, and knows pet CPR so I can definitely see paying a teenager half that.

It makes me feel warm and fuzzy when you talk about your dog because you really treat your pets like you would people.

We love them. So much I am sleeping on a bed with a plastic mattress cover - where once we had a feather bed - so Nika can sleep between us. She likes to snuggle lengthwise between us.
Of course, I found myself getting offended in the filthy house poll because we have grass on one balcony for the puppies and when we travel we have a portable bathroom toilet for them. We do get rooms with either a separate bathroom, or bathroom big enough for a private toilet area, but when we are not at home we absolutely let them potty (on pads!) inside.
