My 7FAM A pockets don't stretch at all while I wear them. I think they make them as small as 24... you'll probably need them hemmed though. I also have lots of J Crew jeans because they don't stretch too much, and they make a short option. I think the smallest size they make is 24 as well. (I could be wrong since I'm never looking for pants that tiny lol). But J Crew jeans are available in different washes and fits, so you might find something more work-friendly depending on your dress code.
I'm 5'1 and about your weight pre-pregnancy. I have the hardest time with jeans but I think most people do regardless of their size. Most of my jeans are pretty old and they are all from the junior section of stores. I find that rewind and hydraulic jeans look best on me. I found them at Kohl's and Macy's.
I'm not sure what you mean by mature jeans? Like mom jeans?
Regardless of what style you are looking for: skinnies, flare, tapered, they can all be found in junior's.

I'm just about your same exact size and also have a ridiculously hard time finding jeans. I do have decent luck at American Eagle, if that's not too casual for you. I usually wear 0 or 00 short there. Trouser jeans might be a good option, if you like that style, because they are easier to hem without loosing the flare.
my sisters are about your size (both are 5'2" and 95 pounds) and they shop mostly at Buckle and buy the least embellished ones, or weirdly, Cavender's. also, they sometimes find random jeans that fit from department stores like Dillard's or Macy's. it takes effort for them to find jeans though.
I also agree with 7FAM "A" pockets. I wear them (not a 25 though, more like a 27) and they hold their shape very well. very classic looking too.
Have you tried the Loft? I'm 5'3" and 105 and I wear a 2 there so a 0 would probably fit you. I buy my jeans in the petites there and they are a good length. (I have short legs so they are probably more suited for someone 5'1"-5'2".)

I love 7FAM. But you're going to have to hem them, there's no way around it. I'm 5'2" and all of my jeans are hemmed and the proportions never look off, just make sure they attach the original hem.
I also recommend 7FAM. I am your same measurements/weight, but a little taller. They're so comfortable! Suuuper long though, so you'll need to get them hemmed.
