It's a very light, shimmery highlighter. Someone with exceptionally fair skin might be able to use it as a light blush, but beyond that it's just too subtle.
I like Dandelion. It goes on pretty light, but you can build up the color. I use it as a blush as opposed to a highlighter. I would say it's probably better for fairer skin; I'm not sure how well it would show up on tan or darker skin tones.
I'm pretty fair as well and I use it as blush. It is like a nice, barely noticable pink shade. I think it looks very natural on me. I actually really love it!

I like Dandelion. It's very sheer though, a very light pink. I have fair skin and need to build it up a bit for it to reach a color I like. It doesn't last long either, but not many blushes do on my skin. ETA: I don't think it's shimmery at all.

I love it, I use it as an all over face brightener thing. It's one of the few products I have been using for probably close to a decade. I also don't think it's shimmery at all.
